In a major milestone for affordable housing in New York City, Services for the UnderServed (S:US) and Bronx Pro Group, celebrated the Starhill Phase 1 housewarming in the Bronx. Located at 1600 Grand Avenue in the Bronx, this $189 million affordable and supportive housing development marks a significant step forward in eradicating homelessness and addressing housing insecurity for vulnerable New Yorkers.
Starhill Phase I delivers a total of 326 apartments, including 200 supportive housing units for formerly homeless individuals living with mental health or substance use disorders. The remaining 126 units—comprising 120 community apartments and one superintendent’s unit—serve households earning between 30% and 80% of the Area Median Income (AMI). The development is the result of a long-standing partnership between S:US and Bronx Pro, with support from multiple city and state agencies, private lenders, and community boards.
The site itself carries a rich history. Originally home to Calvary Hospital in 1915, and later Starhill, a 200-bed residential treatment center, the two-acre property has now been repurposed into a vibrant housing campus thanks to the Jerome Corridor Rezoning. The transformation reflects a commitment to revitalizing underutilized land for community benefit.
Designed by Marvel Architects and built by Bronx Pro affiliate Home Builders, Starhill Phase I emphasizes both quality and sustainability. The building features a rooftop solar array and offers a wide range of community amenities including a gym, computer room, laundry facilities, children’s play area, community room, garden, multi-level rear yard terrace, and 24-hour security.
Funding for the project was made possible through a combination of NYS Homes and Community Renewal (HCR) tax-exempt bonds, NYC Housing Preservation and Development (HPD) loans, tax credit equity, a JP Morgan Chase construction loan, and investment from Enterprise Community Partners. The Empire State Supportive Housing Initiative (ESSHI), administered by the Office of Addiction Services and Supports (OASAS), provides rental subsidies for all 200 supportive units—161 studios and 39 one-bedroom apartments.
S:US provides on-site supportive services to residents, helping them maintain stable housing and access critical resources. This includes behavioral health support, recovery services, and pathways to employment and personal growth.
Starhill Phase I is the first of a two-phase development, with Phase II scheduled to open in winter 2026–27. Together, the Starhill campus represents a bold investment in housing and healing.
