Starhill Phase I Creates 326 New Affordable Homes in Morris Heights with 200 Supportive Homes for Adults Experiencing Homelessness
New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas today announced the completion of Starhill Phase I, a $189 million affordable housing development in the Bronx featuring 326 affordable apartments, including 200 supportive apartments for individuals struggling with homelessness. Under Governor Hochul’s leadership, New York State Homes and Community Renewal has financed over 9,200 affordable homes in the Bronx. Starhill Phase I continues this effort and complements Governor Hochul’s $25 billion five-year housing plan, which is on track to create or preserve 100,000 affordable homes statewide.
“Starhill is a testament to what we can achieve when we prioritize affordable housing and supportive services for New Yorkers in need. This transformative development adds to the vibrancy of The Bronx and creates critically needed affordable and supportive housing with close access to MTA services and gives individuals and families a foundation to rebuild their lives with dignity and stability,” Governor Hochul said. “My administration remains committed to ensuring every New Yorker has a safe, affordable place to call home and I’m proud to see this project come to life in Morris Heights.”
New York State Housing Commissioner RuthAnne Visnauskas said, “Starhill Phase I represents another important step forward in addressing New York’s housing crisis by delivering 326 affordable apartments, including 200 with supportive services, to Morris Heights. Through the leadership of Governor Hochul and the work of Bronx Pro, Services for the UnderServed, and our city and State partners, Starhill creates a beacon of opportunity and stability. This $189 million development is a model for how we can build inclusive, resilient communities that uplift all New Yorkers.”
Starhill Phase I consists of a 14-story multifamily building and a connected one-story amenity building. The two-acre site began in 1915 as Calvary Hospital, the only acute care hospital for terminally ill adults with cancer in the United States. In 1979, it became Starhill, a residential treatment center that was demolished during development. The mixed-use development was made possible through the 2018 Jerome Corridor Rezoning. Phase II is currently under construction and expected to be completed in late 2026.
Apartments at Starhill I are reserved for residents earning up to 80 percent of the Area Median Income, with one apartment reserved for an on-site superintendent. The developers are Bronx Pro and Services for the UnderServed.
Two hundred apartments are reserved for individuals experiencing homelessness who have access to supportive services and rental subsidies through an Empire State Supportive Housing Initiative award administered by the New York State Office of Addiction Services and Supports. Services include case management, family counseling, job readiness training, and financial literacy workshops. Services for the UnderServed is the supportive service provider.
Starhill Phase I is a transit-oriented development and is located near 10 bus lines and MTA stations serving the 4, B and D trains.
The development was designed to achieve 2020 Enterprise Green Communities and Energy Star Multifamily New Construction (MFNC) certifications and utilizes energy-efficiency features including high-performance exterior insulation, Energy Star-rated windows, lighting and appliances, high-efficiency HVAC systems and low-flow plumbing fixtures.
Residential amenities include a rear yard and a passive recreation area on the second-floor terrace, a fitness room, on-site laundry facilities, a children’s playroom and free internet access available in each unit. In addition, there is 24-hour security located at the entrance.
State financing for Starhill Phase I includes $20.6 million in permanent tax-exempt bonds, Federal Low-Income Tax Credits that will generate $80.5 million in equity and $31.5 million in subsidy from New York State Homes and Community Renewal. The New York City Department of Housing Preservation and Development provided $31.5 million through the Supportive Housing Loan Program. The New York City Council provided $1 million.
New York State Office of Addiction Services and Supports Commissioner Dr. Chinazo Cunningham said, “Many people impacted by addiction also experience issues with finding reliable housing, and developments like this can be an important part of the recovery process for these individuals. Governor Hochul has taken significant steps to expand housing options across the state, and this new facility in the Bronx will help hundreds more New Yorkers easier access the help and support that they need.”
Senator Kirsten Gillibrand said, “No family should ever have to worry about having a roof over their head. As too many New Yorkers face the threat of homelessness, the completion of Starhill Phase I represents an important step toward expanding access to affordable housing in the Bronx. I applaud Governor Hochul for her leadership, and I will keep fighting to deliver the federal dollars and resources needed to increase the supply of housing and support New York’s most vulnerable communities.”
Representative Ritchie Torres said, “Starhill is exactly the kind of investment the Bronx needs and deserves. Housing should be affordable, supportive, and built with dignity. Every New Yorker deserves a safe place to call home, and I’m grateful to Governor Hochul and everyone who made this project possible for believing in the Bronx and its people.”

Thanks to the steadfast work of local leaders, state and city partners, and community organizations, Starhill Phase I proves what’s possible when government shows up for the people.”
Bronx Borough President Vanessa L. Gibson said, “Starhill Phase I is another example of positive development that will provide our most vulnerable residents with affordable, safe, and quality housing in the West Bronx. This project will bring more than 300 new homes to families and individuals who need them most, while also offering on-site holistic support services that promote long-term stability and wellness. Acting New York City Department of Housing Preservation and Development Commissioner Ahmed Tigani said, “Starhill shows how smart planning and sustained investment can turn a long-vacant site into meaningful progress for the Bronx. Made possible by the Jerome Corridor Rezoning, we’ve transformed an underused building into nearly 200 deeply affordable homes and essential community services. Our future residents will have the chance to rebuild with dignity and stability. Our community will see plainly that this city is ready to invest in the people who make it home.”

Governor Hochul’s Housing Agenda
Governor Hochul is dedicated to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives, capital funding, and new protections for renters and homeowners. Building on this commitment, the FY26 Enacted Budget includes more than $1.5 billion in new State funding for housing, a Housing Access Voucher pilot program, and new policies to improve affordability for tenants and homebuyers. These measures complement the Governor’s five-year, $25 billion Housing Plan, included in the FY23 Enacted Budget, to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. More than 68,000 homes have been created or preserved to date.
The FY25 and FY26 Enacted Budgets also strengthened the Governor’s Pro-Housing Community Program — which allows certified localities exclusive access to up to $750 million in discretionary State funding. Currently, more than 350 communities have received Pro Housing certification, including New York City.
